Just, you know, not covering the entire screen. So you would have a tool in the middle, the next one, if any, smaller, behind it and to the right, and arrows to the left and right to navigate the tools? With "smash can" also considered as a tool. Like carrying two knives.I think the UI (not just this particular part of the UI, but everywhere) should always let you pick the tool you want to use if you have multiple tools of the same type.
