Crafting arrows

Something I noticed is that the first time I crafted arrows and a bow it was 100% condition but after firing 7 arrows until they were 10% I harvested the arrows to have the heads and feathers back. So when I get a new arrow shaft that is 100% and use the feathers and arrow heads (both used and new) and craft them whether 100% or not I get an arrow at 20% condition only good for 1 shot regardless if all materials were 100%. Something I thought should be noted
