Yes, there's a minimum of at least one rifle per map (and quite often more)... they can spawn inside and outside, so you'll need to keep searching around...

Literally just found my first one in the valley!! It was in a cars backseat. Now for ammo...

Without ammo, just point the rifle at the deer and yell BANG! really really loudly... it might work on some of the more gullible deer who will think you shot them
