Bug calculating "cold" conditions?

I'm having a strange experience where I can't seem to get cold anywhere.

Here is a screenshot of me outside in the windchill but the indicator tells me I'm in a cosy blanket in front of the crackling fire...

Is this a bug or am I missing something?

Look at your clothing warmth and windchill bonus... but as the clothes degrade in condition, you'll find yourself getting colder and colder until you have trouble warming up

You get cold when the feels like temperature is negative, you start warming up when it is positive.

While it is zero there is no change.

Yeah, I though that it needed to be way over 0 degrees to get warm, my bad
