Has anyone else noticed that mending level 3 applies a reduction to sewing kit / tackle wear?

This is one of the many small details you discover after playing this game for several thousand hours, but it's so small that people don't talk about it

Skill level 3 on mending applies a 10% reduction to how much durability your sewing kit or tackle loses when you use it to repair something, even though this isn't mentioned in the skill description at all.

I haven't noticed this, will have to test it out. Might be a developer oversight to not include it in the Skills menu. Mending is definitely the slowest skill to level, and is non-critical, so I could see this being overlooked.
