Whenever I see a buffer memory, I'm almost never able to click it. I get the white dot that indicates "You can interact with something near by", but it's like I can't quite reach the screen? Is this a glitch, or something dumb that I'm doing?

As long as the aurora is strong enough and you're within reach of it,dot wise,then you should be able to read them.

Once you press interact it should zoom in automatically ..and writing will appear at the top right of your screen..  

If it's not then it sounds like a bug ..

No, you're not doing anything wrong. I believe this is actually working as intended, just TLD's auroras are a little strange in how they work. The tl;dr answer to what you're describing is: "the Aurora's effects have actually ended, which is why you can't interact with it, and it's weather is in a transitory state to another weather type at that moment."

Here's the long answer if you want the details:

Basically there are two 'times' for each Aurora: the time when the weather technically starts, and when its' effects start. ('maybe' Glimmer Fog too, but haven't tested that and there's no buffer memories in TFT so it's not really relevant to OP's topic):

Aurora begins:

  • Aurora Weather effects start:
    • Aurora background sounds begin (vrooom bznwooowm)
    • Aurora lights in the sky begin (falling snow/fog/cloudy sky fades)
    • Computer monitors flickering
    • Handheld Shortwave's screen glows
  • Aurora Mechanics start: (~10 (in-game) minutes later)
    • Aurora wildlife transition (non-aurora wildlife flee: prey despawn and predators are replaced with aurora equivalents)
    • Electronics power and hum (indoor lighting, antennae lights on radio towers, car headlights, street lamps, radios, flashlight, electronic keypads, milling machine, etc.)
    • Wires/water hazards electrify
    • Elevator in Cinder Hills Coal Mine becomes powered
    • Handheld Shortwave becomes functional

Aurora ends:

  • Aurora Mechanics end first, and ~10 (in-game) minutes later the Aurora's weather effects will end.

Note: night in TLD is also strange in that it lasts only ~9.5 hours (in-game) (despite TLD taking place in the winter, lol), but Auroras cannot begin immediately at dusk but rather at ~10PM (dusk is when your survivor says their "it's getting dark, better look for shelter" line and the horizontal spokes of the Sun Icon (TAB) sink below the horizon line). 10PM is ~2 hours after dusk (when the Moon icon (TAB) is ~20% progressed across the sky), and the latest an Aurora can last is dawn (when the horizontal spokes of the Sun icon (TAB) rises above the horizon line).
