Add a command that can be used to Rappel down a rope.

Pros: Low energy use Fast descent

Cons: Degrades gloves if worn if not wearing gloves applies burn status to hand

Gear: Climbing Harness equipped as accessory has descender clip that eliminates glove degradation / burn prevents falling off rope if you are exhausted and allows you to descend back to the bottom safely Unique item repairable with cured leather and scrap metal
