Clearing a fishing hole at a low percentage is annoying

This is a minor inconvenience I have with trying to multitask while fishing. Every time I'm doing a task like cooking or repairing something in a fishing hut, I always have to clear the fishing hole, no matter the percentage. Even at 1% it still requires me to clear it to do any kind of fishing. I think there should be a percentage limit that will require me to clear the hole, maybe at around 20% I have to clear the hole. I doubt realistically 1-10% of ice forming is going to hinder my ability to do any kind of ice fishing.
