Being able to repair the  whetstone

Welcome to the forum. I don't see how you can repair a whetstone with the available crafting materials. Part of the core design of TLD is that everything has consequences. If you overuse your whetstones, you'll have to adapt with forging your tools at a forge or looking around for other knives/hatchets in the environment. Realistically, I don't think you can repair whetstones. If it were possible, it may be too complicated and unnecessary for a survival game.
