Foreman’s tool belt reduces tool use time

The foreman’s tool belt is currently a very difficult to obtain, pretty much strictly worse version of the moose-hide satchel, being both weaker in effect and more situational. I think to make the item more distinct and useful, the belt should reduce the time required to use all tools, perhaps by 10% or so (this would to chopping wood, harvesting carcasses with tools, prying lockers, etc). This would make the item uniquely useful, and makes sense in lore as the primary purpose of a tool belt is to make your tools immediately accessible so you don’t spend time digging them out of your bag.
