how are we able to access the Carter Hydro Dam?

the place was attacked by Forest Talkers, who trapped the workers in the dam. i know they were eventually rescued, but then the dam was shut down. why are there cars outside the dam and how is the food inside not spoiled? and how did fluffy survive inside there (prior to the 1.0 update), and how did fluffy even get in there? we should not have been able to just walk into the dam. we should not have even been able to get past the bridge. if the game actually followed laws of reality, then we should've at least had to lockpick the front door, or something, unless the possible frozen corpse in the Upper Dam turbine room got in through Winding River, then unlocked the front door, which is highly unlikely, and just a stupid thing to do. sorry, i'm just really confused

Vehicles were likely far more expensive to ship off the island (to recover them) than to just leave them abandoned (particularly for a company that was tanking hard and was probably looking for as many things to write-off and claim under insurance as possible) :D

Sometimes a video game just has to "video game."  (but there are other possible explanations I will get to in a minute) :D

There is a busted window up on the catwalk in the generator room... the end of that stretch of catwalk is blocked by debris and snow.  Presumed point of entry... 
There's also a busted window leading "inside" from winding river... though the sealed door would have prevented access to the generator room.  Unless... it was open and Fluffy found a survivor; whom she promptly chewed on... he escaped, shut the door "trapping" her in the generator room... then sat down and bled out (leaving behind the unfortunate corpse we find). 
 *Just a couple of possibilities...

Not necessarily, Forest Talkers could have been using it a stopover point (maybe even a makeshift base before the "First Fare").  That would explain food and supplies being found all over it, as well as the place being more or less fully accessible.

The environmental story telling in this game is really well done... if we look around, we can almost always piece together what happened just with what's been left behind.
