The earthquakes on GBI occurred while the T-wolves were on vacation in Pleasant Valley, and they found they couldn't climb the rope to get back into  the area.

So, why are there no T-wolves in PV in survival mode?

Astrid killed them all during Episode 3 of Wintermute.

Actual answer:  Timberwolf Mountain is so named because it looks like a Timberwolf head.
