Alternative rope attachment points in Ash Canyon

Who thought you could attach your rope to these things:

 

Why would you pick the weird rock in the foreground when you have that? I didn't even see the rope rock at first. It's probably supposed to be a pulley, but you could just tie your rope to the lower beam. There is another one at Homesteader's Respite which also has a rope climb
