Hatchet/knife missing in custom?

I started playing a custom game a few days after a 6 months break.  I like to make the item availability super low, but include the revolver and hunting rifle.  It's basically interloper with a few tweeks.  I haven't been able to find the knife, hatchet or firearm cleaning kit either come to think of it.  Anyone else having this problem?  I've been in Milton, mystery lake, costal highway, desolation point and pleasant valley.  Started a couple different games to see if maybe it was just a problem with the first game, but doesn't seem to be.  Finding heavy hammers all over the place though.  Anyone else run into this?

Low resources on Custom Setting means there are no hatchets or knives.  You have to make them at a forge.  So, finding hammers is good. 🙂
I'm pretty sure there should be cleaning kits if you have rifles, so I guess you'll have to keep looking.

This must be a new thing, because they always were available before when i set it to low.  Thanks for the clarification.
