Fire starting percentages seem off?

I went to start a fire and noted something odd.

Using Cedar for the Fuel I have an 81% chance to start a fire

Using a torch for the fuel I only have a 56% chance

It seems like using an oil soaked rag should make starting a fire pretty easy. Also I think you should be able to use a torch as the tinder, again for a very high starting chance.
