What I noted at this point also, was that there is a Rock formation there, and the 'Icicle' is the snow that sits in a crevice of the Rock Formation. I know this, because I walked through the rock formation (no collision was present) and when I came out the other side, I looked behind, and there was the Icicle.

I went over bunch of rocks and added collision earlier this week. I checked that area and it looks like all the rocks have collision. Let us know if you find more. Thanks!
