Wolf does not get game anymore - intended?

Is this intended? Wolf is not able to get game anymore. Tried it in TWM and ML. Once they run vs. rocks they keep dancing around in circles..

I watched a wolf chase a deer around the lake in Broken Railroad for about 2 minutes and it never caught it.  The deer finally ran up onto the rocks near the bridge to the Hunting Lodge and got stuck running in the place... with the wolf running also in place right beside it.  When I finally decided to shoot the wolf, the deer then was suddenly able to run off the rocks.  I reported it as a bug.

I suspect they intend to make it much harder, if not impossible, for players to get "twofers" by coercing wolves to kill deer and then killing the wolf, but something is also clearly bugged with it as well.

I am having the same in my survival game, this is the second time this happen, i sure hope its not done on purpose because its kinda lame the way they run around endlessly.
I see the wolf get up close when i ran up to see what was going on and its like it just doesn't bite the deer.

I have also had trouble with wolf baiting, as when ever I drop a decoy they are able to pick it up from miles away.
