Wind speed flicker (v.065, #0018)

This is impossible to screenshot, but there have been times where the wind speed is fluctuating between two numbers so quickly that it makes it unreadable. I've had it bounce between 4 and 5, as well as 9 and 10.

Yeah, if the wind speed was right in the middle (e.g., 4.5), it could bounce between 4 and 5. We now display the wind to one decimal place.

I'm now seeing this (in v.06) occur at 31.4 <-> 31.5 and 4.3 <-> 4.4.
