..No, apparently I can't. (?)

Edit: I just harvested a couple of work boots and then had a total of 4 leather in my equipment which "enabled" the repair. Afterwards I still have 3 leathers.

Sorry, I was unable to reproduce this. I harvested some boots and the leather was available right away. It may have been fixed already.
