Huge USB memory requirements for saves on PS4?

I'm just curious why am I required to have a USB 4.0 stick with "at least" 250 Gigs to save externally on PS4 if my save file isn't even 20 Mb

Makes no sense that I need a quarter Terrabyte to store a 16.81 MB file.

Am I misunderstanding how to save correctly?  

How does one  save externally to a regular  USB on PS4?
