What triggers "lake gunshots" quest?

I've done everything in mystery lake for Jeremiah but this quest isn't coming up and I don't want to run "renewed hope" quest without doing it.  Did I do something out of order and mess it up from activating or what can I do?

Looking at my LP I just discover the body on the lake...and then follow the blood trail nearby.

I think 'Lake gunshots' is related to the 'forest talkers' questline,  so you would've activated it through that (which I think starts in the Broken Rail Road area). It's a side quest, so you don't have to finish it if you don't want to.

Lake gun shot quest has only triggered once for me.  I'd love to know how to trigger it.  The conversation bit didn't come up this time, and there's no body on the lake. 

Edit - Figured out the path - needed to go back and talk to J about the Forest Talkers. Which I managed to get to show up by reading the flyer again.
