Low FPS on solid System?

Hello,
I just started the Story mode and notice extremly bad performance (20FPS) 
My GTX 1080 usage is at around 15-20% and my FX 8350 is at 20-30%.
How can i fix this?
Yes my Graphicdriver is up to date.

Well, i made a clean Graphiccard driver install and somehow it fixed it. indoor i have now 120FPS and outdoor 40-60 while Graphiccard usage is at 40%.

But since i have a 144hz monitor i would love to use the full potencial. Is there any trick to remove this 60 FPS cap in outdoor areas?

Ahh.. there's been a discussion about 144Hz monitors and TLD recently.. you might find it interesting/helpful to look at.
