GTX 1070, Intel I7-6700k, under 20 frames at all times while outside

I've been dying to play this game, and I finally picked it up on the winter sale. But performance has been an absolute mess; I get 60 frames inside, but the second I step out of my hideout the framerate just takes a dump.

 

Things I've tried:

I've swapped between low and ultra, no effect. 

Turned off steam overlay, no effect

Reinstalled drivers, no effect

Made sure I was plugged in and not on power saver, no effect

Reinstalled game, no effect

Cleared memory, no effect.

 

I love how intense the survival is, but when you cant hit a wolf running at you because your rig is chugging is really frustrating. I know this is alpha and not fantastically optimized, but I know people with rigs half as powerful as mine and they can slay this thing on ultra
