Easy spot to get stuck near the dam. (why this still happens?)

I'm sorry if I didn't take a complete screenshot with coordinations but I was, as always, in a life or death situation I was trying to get to the dam from under the bridge, keeping myself close to the rocks, I think I've tryed to pass the tree on the left and got stucked in this position.

 

 

 

Why this still happens? I remember that for The Witness Jonathan Blow used a walking thing that tested every corner of the map, why not doing the same?
