Empty drawers in Whiteout challenge

I don't know is it a bug or is it just done deliberately but when I start Whiteout challenge and spawn in gas station, everything is empty except one locker. Is it normal?

so far it's normal, it's the goal of the challenge: you have to fill all those containers yourself
