Discovering decayed food post (.332) patch

Since the new update, I am finding food in cupboards decayed. On average 30-60% of found food is now under 30% condition. Several of items I find is ruined already. This doesn't make sense for canned goods, sodas, and peanut butter, and doesn't make sense for this to be occurring at the early stages of the game as well A food prepper's bunker on stalker mode yields less than 50% of its cache.
