Fix the condition on packaged foods

A while back I had a game file at desolation point, and I would go to the other regions to get as much food as possible. I had so much food my containers couldn't hold it, so I had to lay it out on tables. The condition on them after a few in game weeks was so low, and it was really annoying. The food is packages/canned, it should last forever in the game

This has been discussed repeatedly in the past without any major changes to current system implemented.
