The words are similar in meaning from their French roots. A parlay system would be trading where you hope to improve your situation by skillful bargaining usually by exchanging goods which the other party needs for those which you need. Parley would simply be talking but could also be for the purposes of exchanging and trading.

So, now I'm confused - is the intended goal to create a system of negotiation/deal making with NPCs that goes beyond a basic barter scenario (i.e. negotiating safe passage through territory, or co-operation for mutually beneficial activities) or is it the ability to gamble with NPCs over resources? Both seem possible.
